Monitoring Prioritization FAQ's
“Staff on Youth Incidents” is data captured and provided by the DJJ Central Communications Center and is a roll-up category of several types of classifications, including, but not limited to: failure to report, falsification, use of force, excessive force, threats by staff, improper supervision, insubordination, unauthorized release, violation of policy, etc. In the cases we have reviewed so far, especially for juvenile assessment centers (JACs), the data represents “unauthorized release of a youth” and “failure to report” incidents.
“Staff of Youth Incidents” does not necessarily indicate there was physical contact between a staff member and a youth.
We are currently looking at the “Staff on Youth” dynamic factor and considering changing the name to be more reflective of the actual data it is capturing.
The program areas may provide feedback to the prioritization and planning staff after receiving the draft monitoring prioritization tool results. Feedback may include a re-prioritization of the monitoring priority, which would result in an increase or decrease in the frequency of monitoring for a particular program or service based on known circumstances currently related to the program(s) or service(s) that are not accounted for in the monitoring prioritization tool.
Examples may include current staff turnover or incidents that have happened after the current reporting quarter.
Each quarter, when the assessment is updated, a report is ran to capture the deficiency data from PMM. This report captures all deficiencies that were “open” anytime during the quarter, regardless of their current status.
Scoring is based on the monitoring prioritization tool which includes 4 categories; service characteristics, contract/ service budget, CCC data, and performance related topics. A standard deviation is used to determine High, Medium and Low.
Some of these programs were not previously reporting monitoring information in the Department’s PMM system. As programs begin to fully utilize the system, additional data will be available to use for monitoring prioritization purposes.
