The Highlands Youth Academy serves 80 males, ages 15 to 19, in a non-secure residential commitment program that consists of five separate cottages--each with no more than 16 youth in a cottage.  Program services include 50 beds for Mental Health Overlay Services (MHOS) and 30 beds for Substance Abuse Overlay Services (SAOS).

The program provides specialized vocational education, focusing on preparing youth for livable-wage employment through an intensive education-to-work continuum.

Youth receive behavioral and mental health treatment services based on need, including screenings; comprehensive assessments; treatment planning and reviews; individual, group and family counseling; risk assessments; and transition planning provided by qualified mental health professionals working under the supervision of a licensed mental health professional.  

The anticipated average length of stay is between six and nine months, depending on the youth's pace of success in completing his individualized treatment plan and goals.

The Highlands Youth Academy offers an education program that includes all course requirements for a standard high school diploma.  Academic and career education instruction are provided through the Polk County School District and G4S Youth Services.  

Highlands Youth Academy is a Type 3 program, offering English, Math, Science, Social Studies, and Reading.  Career and technical opportunities include pre-apprenticeship courses in the construction trades provided by Home Builders Institute (HBI).  Opportunities may include: Automotive; Digital Publishing; Culinary Arts; and Building Construction Technologies which include plumbing, carpentry, flooring, electrical and painting.  

This program is an approved GED® Test Site (#68131).

NOTE:  Do not rely on directions provided by an online map, GPS device or a mobile mapping program, which pick up on a different road of the same name (South Boulevard) in the area.

  • From the Interstate 4 and Highway 27 junction in Haines City, travel South along HIghway 27 to Avon Park. 
  • In Avon Park, turn left (East) at second traffic light onto State Road 64. 
  • Proceed 9 miles to the US Air Force bombing range. 
  • Stop at the guardhouse to check in with proper identification. 
  • Travel 1/2-mile and turn left onto Oakleaf Avenue. 
  • Proceed to administrative building.
