Using evidenced based treatment, the Challenge Juvenile Residential Facility (CJRF) provides therapeutic services to address all behavioral issues, as well as some mental health and substance abuse issues. The program is certified under BHOS and Medicaid, and has a substance abuse 397 Outpatient Treatment License. Of the program's 60 beds, 30 beds are dedicated for substance abuse treatment services.  Treatment and education are provided in small, intensive group settings. The program stresses supportive counseling, social rehabilitation, independent living, group, individual, and family therapy, as well as recreation. A priority of CJRF is home and community relationships, as home visits are provided during transition phases. Severe mental health offenders are excluded.  Youth participate in a group-living setting, work services, and work on developing positive home and community relationships. The anticipated average length of stay is 3 to 6 months for low-risk youth and 6 to 9 months for moderate-risk youth.

Challenge Juvenile Residential Facility (school number 528015) is a Type 2 program offering English, Math, Science, Social Studies, and one elective course. The elective course is typically used to provide additional reading assistance to needy students or vocational training.

Education and vocational services are provided oversight through the Pinellas County School District.

Vocational programming is provided through the Internet and Computing Core Certification (IC³®) program. The IC3 global certification program that will provide youth a recognized and accepted certification in basic computing knowledge, which is considered fundamental to academic learning and a minimum requirement for employment in a typical office setting.
