Duval Halfway House is a structured, non-secure, low- and moderate-risk residential treatment program for boys, ages 14 to18. Youth receive both individual and group mental health services, as well as substance abuse counseling services. Select youth participate in the evidence-based Thinking for a Change (T4C) programming group and participate in the Character Counts life skills group. Restorative Justice and Impact of Crime (IOC) classes help the youths understand the impact of their crimes on the victims and their families. Youth admitted should have a signed Judicial Consent, which allows the youth—when ready—to obtain employment and participate in a wide variety of community activities that focus on restorative justice principles and community service work as they earn program rewards.
The boys participate in gender-specific, psycho-educational groups with an emphasis on character building (e.g., fatherhood classes, Men-to-Men). Residents are supported and mentored by the NNOA (National Naval Officers Association) monthly. Annually, the program offers scholarships of $500 each, called the Duval New Beginning Scholarship, to youths attending college. Before completing the program, each boy possesses a birth certificate, social security card and a state identification card so that he is “employment ready” when he returns to the community. The program provides clothing and hygiene products. The average length of stay is 4 to 6 months for moderate-risk youths and 2 to4 months for low-risk youths.
Duval Halfway House (school number 160411) is a Type 2 program offering English, Math, Science, Social Studies, and one elective course. The elective course is typically used to provide additional reading assistance to needy students or vocational training.
