Unlike the adult correctional system, juvenile offenders in residential programs must receive educational and vocational services. Juvenile offenders are committed to these programs for an indeterminate length of time. They must complete an individually designed treatment plan, based on their rehabilitative needs, as one of the requirements for release.

The Department has implemented longer sentences for serious juvenile offenders in residential facilities. The average stay in high-risk residential programs is between 12 to 18 months, and the average stay in maximum-risk programs is between 18 to 36 months.

Private providers operate most of the residential facilities for juveniles in Florida under contracts with the Department. The providers are regularly monitored and evaluated through the Department’s Quality Assurance program. The Department’s Inspector General investigates incidents at programs involving staff and/or youth. Juveniles can report allegations of abuse to the state’s Abuse Hotline, 1-800-96-ABUSE.
